| dc.description | This research focused on evaluating governance and citizen security at the Decentralized Autonomous Municipal Government in Chone Canton during the 2022–2023 period, with the purpose of identifying weaknesses and proposing improvement strategies. To achieve this, three phases were developed in alignment with the specific objectives of the study. First, an analysis of the current legal and regulatory framework was conducted, which revealed that, although there is a clear legal structure at the national level, at the local level there is a lack of specific ordinances to formally support the actions carried out by the municipal government. In the second phase, interviews and surveys were applied to diagnose the actual state of institutional management, identifying issues such as weak interinstitutional coordination, budget limitations, lack of strategic planning, and limited citizen participation. Finally, in the third phase, an Improvement Plan was designed with strategies aimed at regulatory institutionalization, financial strengthening, citizen participation, and technological modernization. It is concluded that the Decentralized Autonomous Municipal Government of Chone needs to strengthen its internal regulatory framework and management capacity in order to effectively respond to the challenges related to governance and citizen security. | es_ES |
| dc.description.abstract | La presente investigación se enfocó en evaluar la gobernanza y seguridad ciudadana en el Gobierno Autónomo Descentralizado Municipal del cantón Chone, durante el período 2022–2023, con el propósito de identificar debilidades y proponer estrategias de mejora. Para ello, se desarrollaron tres fases articuladas con los objetivos específicos del estudio. En primer lugar, se realizó un análisis de la base legal y normativa vigente, lo que permitió evidenciar que, si bien existe una estructura jurídica clara a nivel nacional, a nivel local se carece de ordenanzas específicas que respalden formalmente las acciones ejecutadas por el GAD. En la segunda fase, se aplicaron entrevistas y encuestas que permitieron diagnosticar la situación real de la gestión institucional, identificando problemas como la débil articulación interinstitucional, limitaciones presupuestarias, falta de planificación estratégica y escasa participación ciudadana. Finalmente, en la tercera fase se diseñó un Plan de Mejora con estrategias orientadas a la institucionalización normativa, fortalecimiento financiero, participación ciudadana y modernización tecnológica. Se concluye que el GAD Municipal de Chone requiere fortalecer su marco regulatorio interno y su capacidad de gestión para responder de forma eficaz a los desafíos en materia de gobernanza y seguridad ciudadana. | es_ES |
