| dc.description | This research aims to evaluate the effectiveness of the citizen participation mechanisms for the sustainable development of the Rural Parochial Decentralized Autonomous Government of Membrillo, in which a low citizen participation has been identified due to the lack of knowledge of these mechanisms and the deficiencies in the communication between the GAD and the community, based on this diagnosis the main purpose was to identify areas of improvement and propose a strategic plan that promotes a greater inclusion and active participation of the inhabitants. Through a mixed approach, interviews were carried out with the president of the GAD and surveys with a representative sample of the local population (347 citizens), complemented with an exhaustive analysis of current regulations and bibliographic studies, the results revealed that, although there are mechanisms established, a high percentage of the population is unaware of their performance, which limits their active participation. The improvement plan, designed with the 5W1H methodology, includes information campaigns, training workshops and measures to facilitate access to participatory processes, with a focus on territorial equity and sustainability, its implementation seeks to strengthen transparency and the relationship between the GAD and the citizens. It is concluded that citizen participation is an essential pillar for governance and sustainable development, and its strengthening requires joint efforts between authorities and inhabitants. | dc.description.abstract | Esta investigación tiene como objetivo evaluar la efectividad de los mecanismos de participación ciudadana para el desarrollo sostenible del Gobierno Autónomo Descentralizado Parroquial Rural de Membrillo, en el cual se ha identificado una baja participación de la ciudadanía debido al desconocimiento de dichos mecanismos y a las deficiencias en la comunicación entre el GAD y la comunidad, a partir de este diagnóstico el propósito principal fue identificar áreas de mejora y proponer un plan estratégico que promueva una mayor inclusión y participación activa de los habitantes. A través de un enfoque mixto, se realizaron entrevistas al presidente del GAD y encuestas a una muestra representativa de la población local (347 ciudadanos), complementadas con un análisis exhaustivo de la normativa vigente y estudios bibliográficos, los resultados revelaron que, aunque existen mecanismos establecidos, un alto porcentaje de la población desconoce su funcionamiento, lo que limita su participación activa. El plan de mejora, diseñado con la metodología 5W1H, incluye campañas informativas, talleres de capacitación y medidas para facilitar el acceso a los procesos participativos, con un enfoque en la equidad territorial y la sostenibilidad, su implementación busca fortalecer la transparencia y la relación entre el GAD y la ciudadanía. Se concluye que la participación ciudadana es un pilar esencial para la gobernanza y el desarrollo sostenible, y su fortalecimiento requiere esfuerzos conjuntos entre autoridades y habitantes, esta investigación aporta herramientas prácticas y teóricas que pueden ser replicadas en otros contextos rurales para promover una gestión más inclusiva y democrática. | es_ES |
