Resumen : Esta tesis tiene como objetivo diseñar un procedimiento metodológico para la gestión turística del cantón Bolívar con la vinculación de la Escuela Superior Politécnica Agropecuaria de Manabí Manuel Félix López. La investigación fue bibliográfica, descriptiva y de campo, se desarrolló en el cantón Bolívar de la Provincia de Manabí, con el cual la ESPAM MFL tiene una incidencia directa. Este estudio forma parte de un proyecto institucional de la Carrera de turismo desarrollado en el territorio donde se busca el mejoramiento en la gestión turística comunitaria sostenible tomando como fundamento el Plan Nacional del Buen Vivir y el Plan de Ordenamiento Territorial del Cantón. La metodología propuesta es el resultado de la consideración de varios autores, y está formada por tres fases y nueve actividades que dan respuesta a los objetivos establecidos, abordando las necesidades locales y vinculando los procesos de interrelación institucional entre la ESPAM MFL y el GAD del cantón Bolívar. En el diagnóstico se caracterizó la información política, ambiental, geográfica, económica y turística del área objeto de estudio, a través de la aplicación de fichas de recolección de datos. Se utilizaron fuentes secundarias de investigaciones realizadas por el Ministerio de Turismo del Ecuador. Se evaluaron las necesidades de las comunidades y los emprendedores turísticos, a través de visitas técnicas, entrevistas, encuestas, además se obtuvo información necesaria de los planes institucionales. Se formuló un procedimiento que contribuye a sistematizar una adecuada gestión turística, se establecen las bases políticas y legales de la gestión así como un programa de monitoreo y evaluación.
Descripción : This thesis aims to design a methodological procedure for the tourist management in Canton Bolívar with the linkage of the Escuela Superior Politécnica Agropecuaria de Manabí Manuel Félix López. The research was bibliographical, descriptive and on the field, it was developed in Canton Bolívar, Province of Manabí, in which the ESPAM MFL has a direct incidence. This study is part of an institutional project of the Tourism Career developed in the territory where the improvement of sustainable community tourism management is sought, based on the National Plan for Good Living and the Land Management Plan of the canton. The proposed methodology is the result of the consideration of several authors, and is formed by three phases and nine activities that respond to the objectives established, addressing the local needs and linking the processes of institutional interrelation between ESPAM MFL and the GAD of Canton Bolívar. The diagnosis was characterized by political, environmental, geographic, economic and tourist information of the area under study, through the application of data collection cards. Secondary sources of research made by the Tourism Ministry of Ecuador were used. The needs of communities and tourist entrepreneurs were evaluated through technical visits, interviews, surveys, and also the information needed was obtained from institutional plans. A procedure that contributes to systematize an adequate tourist management was formulated; the political and legal bases of the management as well as a program of monitoring and evaluation were established.
