| Resumen : | Los Gobiernos Autónomos Descentralizados gozan de competencias otorgadas por la Constitución y que además están descritas en el COOTAD, entre estas se hace énfasis en la elaboración y ejecución de políticas públicas en el ámbito de sus competencias y en su circunscripción territorial. Esta investigación tiene como propósito analizar las políticas públicas en las áreas de salud y educación aplicadas por el Gobierno Autónomo Descentralizado Municipal del Cantón Chone en el período 2014-2019, para la determinación de su incidencia en el bienestar de la población. De esta manera se aplicaron métodos de estudios como el inductivo, deductivo y el analítico-sintético, así como el uso de la entrevista como técnica de investigación con los que se pudo dar a conocer las políticas públicas implementadas en el período de estudio y los proyectos con los que se dieron respuestas a las problemáticas evidenciadas en temas de salud y educación, para posteriormente identificar el alcance que se obtuvo a través de ellos. Los resultados que se obtuvieron, así como las conclusiones a las que se pudieron llegar muestran que el alcance de los proyectos aplicados son de bajos porcentajes. Por lo que se recomienda realizar monitoreos y evaluaciones constantes a estas políticas o a los proyectos que se pusieron en marcha, con el afán de identificar si la ejecución se está llevando de manera adecuada o a su vez identificar falencias que produzcan retrasos en las mismas. |
| Descripción : | The Decentralized Autonomous Governments enjoy certain functions granted by the Constitution and which are also described in the COOTAD, among these emphases is placed on the preparation and execution of public policies within the scope of their powers and in their territorial constituency. The purpose of this research is to analyze the public policies in the areas of health and education applied by the Autonomous Decentralized Municipal Government in Chone Canton, period 2014-2019, to determine their impact on the well-being of the population. In this way, study methods such as inductive, deductive and analytical-synthetic were applied, as well as the use of the interview as a research technique with which it was possible to publicize the public policies implemented in the study period and the projects with which answers were given to the problems evidenced in health and education issues, to later identify the scope that was obtained through them. The results that were obtained, as well as the conclusions that could be reached, show that the scope of the projects applied are of low percentages. Therefore, itisrecommended to carry out constant monitoring and evaluation of these policies or the projects that were launched, with the aim of identifying if the execution is being carried out adequately or, in turn, identifying shortcomings that cause delays in them. |
