| Resumen : | La presente investigación se realizó con el objetivo de evaluar la gestión administrativa del Gobierno Autónomo Descentralizado Parroquial Eloy Alfaro período 2014-2018 para la optimización de los recursos disponibles, partiendo de teorías científicas y legales que le dieron un sustento a la investigación. El analizar la ejecución presupuestaria del GAD Parroquial del periodo 2014-2018 permitió conocer que la asignación de ingresos no es muy alta, lo cual limita atender las necesidades de las comunidades. Se utilizaron técnicas como entrevista al presidente de la junta parroquial para indagar la situación actual de la gestión administrativa, una encuesta a la muestra de la población con el fin de obtener el grado de satisfacción de la administración realizada en dicho periodo. Los resultados dieron a conocer la falta de trabajo en equipo dentro del GAD parroquial y la insuficiencia presupuestaria no permite atender la demanda de servicios requerida por la parroquia; así mismo existe una escaza o nula participación de los ciudadanos en las decisiones que toma el GAD parroquial por el desconocimiento de los derechos de participación ciudadana. Por último, se diagnosticó a través de un análisis causal mejoras a los problemas encontrados en la investigación; el mismo que se socializó con el presidente del GAD. |
| Descripción : | The present investigation was carried out with the objective of evaluating the administrative management of the Eloy Alfaro Parish Decentralized Autonomous Government 2014-2018 period for the optimization of available resources, based on scientific and legal theories that gave the research support. Analyzing the budget execution of the Parish GAD for the 2014-2018 period allowed us to know that the income allocation is not very high, which limits meeting the needs of the communities. Techniques as an interview with the president of the parish board were used to investigate the current situation of administrative management, a survey of the population sample in order to obtain the degree of satisfaction of the administration carried out in said period. The results showed the lack of teamwork within the parish GAD and budget insufficiency does not allow to meet the demand for services required by the parish; likewise, there is little or no participation of citizens in the decisions taken by the parish GAD due to ignorance of citizen participation rights. Finally, improvements to the problems found in the investigation were diagnosed through a causal analysis; the same that was socialized with the president of the GAD. |
